A complication of Bluefin Tuna is that it migrates over long distances. For example, Southern Bluefin Tuna spawn in water off Java, Indonesia. The larvae and juvenile fish are then swept south along the Western Australian coastline and into the Great Australian Bight. The adult fish then migrate west into the Indian ocean. This means that the fish travel outside individual countries economic exclusion zones (EEZ) thus requiring international treaties and quotas which must be negotiated.

Problem with the international agreement due to the complication of Bluefin Tuna is the problem of free riders. Other countries in the economic exclusion zones are can capture the benefits of fishing of costly species like Bluefin Tuna without investment in the conservation.
It is also argued that freedom of fishing in the high seas are hampered due to international treaties. However, in order to prevent depletion of valuable commercial stocks and marine ecosystem international agreements are prepared. Migration of such fishes thus intensifies the problem of allocation, management and conservation of highly migrant species among coastal states and other countries in the economic exclusion zones.
Transferability of fishing rights may allow the fishing opportunity to the fishers producing greatest economic benefits. Right based measures to reduce over capacity in the tuna fleets by allowing fishing opportunity to the efficient fishers who can utilise resources effectively, can be another solution.
