My introduction to taxation professor changed the grading scale without notifying us. The syllabus has not changed at all during or towards the end of the semester. We never knew that she changed the scale until our grades for the course were published. The syllabus states that an 87% to 89% is a B+ and that percentages that are .5% will be rounded up. My final percentage earned in the class was 86.74%, which qualifies for that round up. The professor said that yes, she did round up to an 87%, but she, "believes that an 80% to 89% is a B,"(Direct Quote) and gave me a B for my course grade. I attended every single one of her lectures and always participated. I would have remembered if she said there were changes made to the grading scale during our short, 5 week course. She did not mention changes were being made at all. I realize that there's not much a difference between a B and B+, but it affects one's GPA negatively if their average is high. What can I do? Do I talk to the department head or go to the dean with this issue? Is it still possible to get a B+? Also, is this an ethical thing for a professor to do? This has never happened in my entire educational career, and I have been a student for a long time. Please help. I am unsure what to do.

Also, please do not be biased and blame it on me for not achieving a better grade. I came here for help, not to be told I didn't try hard enough, which I did. I put in more work for that class than my other 2 summer classes combined Nobody received an A for the course out of 30 students. The professor was more than unwilling to answer questions the entire semester and was generally not available for assistance. Exams were full of mistakes, assignments and projects received zero feedback, unavailable during office hours, etc. I have about 16 other students who I've spoken with that can support my statements, who all say she was the worst professor at our university hands down.

You are provided with some commonly occurring materials like glass, wool, fur, Styrofoam, aluminum foil etc, in various shapes and sizes. You are also given the ‘Tribo-electric’ series that includes these materials, and an electroscope. This lab requires you to come up with five simple experiments using a variety of these materials, where you charge up two objects by conduction, and then test whether they are charged or not using conduction, induction or polarization. Make sure you include one case of electroscope use for testing charge on an object, and at least one of repulsion between two objects carrying like charges. The experiments that you come up with can be made effective using the tribo-electric series, since it gives an indication of which two materials will charge up well on contact with each other, and which one will be positive or negative. Your lab report should include the following: Objective: A short and to the point sentence providing the objective of the lab. This will be followed by a list of your experiments as: Experiment #: A short sentence or two describing your experiment. Observation: What you actually observed. Explanation: Explain briefly what you observe. Include one full explanation of each process: conduction, induction, polarization, and also one of the working of the electroscope. Refer to the tribo-electric series where required. If you have explained a process once, you do not have to repeat it for other experiments; just mention the name of the process. An experiment that is theoretically sound may sometimes not work well when performed. If that is the case, include in your lab report the factors that you think contributed to the failure of that particular experiment.

Joni Thompson, the CEO of a small privately held company, contacted Darrel Folkert, CPA, about conducting an audit of the company’s records. Joni told Darrel that she needed an audit performed in accordance with generally accepted auditing standards (GAAS) in time to submit two years of audited financial statements to a bank as part of a loan application. Darrel immediately accepted the engagement and agreed to provide an audit report within three weeks. Joni agreed to pay Darrel a fixed fee if the loan was granted.

Darrel hired two Portland State University accounting students to conduct the audit and spent a couple of hours telling them exactly what to do. Darrel told the students not to spend time reviewing internal controls because it is not a publicly traded company, but to concentrate on proving the mathematical accuracy of the ledger accounts and summarizing the data in the accounting records that support Joni’s financial statements. Given the lack of procedures performed by the two accounting students, they did not identify that Joni did not have an allowance for uncollectible accounts, even though more than 50% of the balance in the Accounts Receivable account is two or more years old. The students followed Darrel’s instructions and after two weeks gave Darrel a Balance Sheet, Income Statement, and a Statement of Cash Flows. Darrel received the three statements and immediately prepared an unqualified (clean) audit report. The report did not refer to generally accepted accounting principles (GAAP), and the two accounting students did not check the accounting principles applied in prior periods. There was also no mention as to the responsibility of management or the degree of responsibility that Darrel was taking in the audit report.

The Institute for Health Metrics and Evaluation reported that the topography of disease-related deaths has changed over many generations, and that different diseases, both communicable and noncommunicable, are starting to effect communities differently. Specifically, the researchers identify that the typical life expectancy has increased on a global scale, which means there are now different, previously unknown risks and causes of illness due to aging populations. Of specific interest the researchers mention that the “leading causes of death and disability have changed from communicable diseases in children to noncommunicable diseases in adults” (IME, 2013). The United States and other developed and industrialized nations have seen a stark reduction in maternal, nutritional, and premature child deaths. Third-world or underdeveloped nations, however, have seen a spike in communicable, maternal, nutritional and child related diseases. The Institute for Health Metrics and Evaluation implemented the Global Burden of Disease (GBD) study to systematically address health concerns related to a number of demographic characteristics. The GBD 2010 study found an increased life expectancy of 35 years since 1970 for many industrialized nations, but negligible improvement in life expectancy in developing nations such as sub-Saharan Africa.

If quicksort is so quick, why bother with anything else? If bubble sort is so bad, why even mention it? For that matter, why are there so many different sorting algorithms? Your task is to investigate these and other questions in relation to the algorithms selection sort, insertion sort, merge sort, and quicksort.

Write a set of guidelines for each algorithm to help someone decide which one would be most appropriate for a particular situation. Include in your guidelines a description of the advantages and disadvantages, together with an indication as to why those characteristics apply, and an explanation of the running cost (in Big-O notation). Your goal is to provide enough information so that someone unfamiliar with the inner workings of each algorithm would be able to decide which one is right for them.

For example, if someone was considering using counting sort to sort a collection of values then the following brief information could help them decide if it was appropriate or not.

Counting Sort

Description

Count the number of times each different value appears, then overwrite the values in lowest-to-highest order, with each value repeated according to the counts.

Advantages

Usually faster than any of the comparison-based sorts.

• Algorithmic complexity is O(n + k), irrespective of the data order, where n is the list length and k is the number of distinct values that might occur. Typical case is where k is much less than n, in which case the cost is O(n).

• Simple to code

Disadvantages

• Only usable where the values to be sorted can be used to index an array of value counts, which usually means the values are integers over a small range. In other words, the algorithm cannot be used to sort common non-integral values such as strings and floats, and it is inappropriate even for integers if the range of values is large.

• Requires an auxiliary array (to store the counts) of size equal to the number of different possible sort values. If the range of values is large, the cost of allocating and maintaining this array could be significant.

When to use…

If your circumstances allow, it is hard to beat this algorithm, but because it places very tight restrictions on the nature of the data to sort, you will often have to choose another approach.

The state of Sand Crabs, facing the southern border of our country, has experienced an increase in crime, and a deterioration of effective policing. Most of the crime increase involves crimes of theft, robbery, burglary. Almost all have been crimes of violence without resulting arrests. Residents and businesses alike have been victimized. It has also been documented that over the years there has been an increase in illegal border crossings. Police have literally been under attack. There has been a 32% increase of officers injured during active crime deployment in the last 18 months. This has resulted in several full disability severances pf female officers. At the same time, the State Police force has experienced increased numbers of civil law suits and federal investigation attributed in a rise in the shooting of criminal suspects by a largely young officer base. Many senior officers claim that these young, limited English speaking officers lack patience when responding to crime scenes and do not understand local culture. Rising temperatures have made out-door patrols a grueling operation.

In response to these conditions, a group of state legislators are developing a bill, which will be introduced into the legislature with full hearing, to increase state police forces. It limits member of the state police force to male citizens of the United States who are over the age of 20 years and who have lived in the state for 12 months.

You are asked, using IRAC to review only the Privileges & Immunities, Due Process/Equal Protection Constitutional issues of this proposal.
