There is much controversy today regarding the quality of public education. One issue is college preparation. There are those that say many of today's high school graduates are unprepared for college. They receive a high school diploma only to be placed in remedial courses when they arrive at college. Some of you may have had that experience or know others who have.

Some politicians and citizens are in favor of school voucher systems whereby parents/students can decide to attend whatever high school they please and the money from the government for the education of that particular student would go to the school they decide to attend.

Assume some "correlation" exists within the above scenario - correlation between schools and college preparedness or other correlations you may think of. Discuss the issue of correlation and causation for this scenario. Is there any implied causation in the viewpoints expressed above? If so, is this statistically is this correct?
